それでは、なぜ、欧米ではインターネット選挙が実現しているのか。
欧米諸国にも、インターネットの利用を規定する法律など無かった。法律を作った時には、インターネットなど無かったのだから。
この点では、日本と欧米諸国とは同じである。
しかし、現実のインターネット利用では大きな差がついている。
日本では選挙活動にインターネットが利用されていない。（ごく一部の例外を除いて。）それに対して、欧米では選挙活動にインターネットが利用されている。米国でも、英国でも、ドイツでも、フランスでも、ほとんど自由にインターネットが利用されている。
それはなぜか。
人々の行動が違うからである。関係者の行動が違うからである。
欧米では、規定がなければ、候補者が勝手にインターネットの利用を始める。また、市民も勝手に利用を始める。選管が「法律に觝触する。」と言っても、彼らは利用を止めない。インターネットについての規定はないのだから。
その現状に合わせて、選管も行動を選ぶ。「法律に抵触する。」と言っても、誰も従わないのである。言っても、恥をかくだけである。だから、そんなことは言わない。
インターネット利用を認めるしかないのである。
こうして、インターネットを選挙で利用できる世界が出来あがる。
世界が、別の一点で「安定」したのである。
それは、候補者の行動が違うからである。市民の行動が違うからである。選管の行動が違うからである。
世界とは、関係者が影響を与え合い安定した一点である。だから、関係者の行動が違えば、当然、それに応じて別の世界が現れる。別の一点で世界は「安定」する。 欧米諸国では、自由にインターネットを利用できる一点で世界が「安定」した。 日本では、インターネットを利用できない一点で世界が「安定」した。 日本と欧米とは全く違う世界になったのである。
この違いの原因を法律の違いに求める考えがある。
しかし、それは間違いである。
原因は人々の行動の違いである。人々の行動が違ったため、別の世界が現れたのである。世界が別の一点で「安定」したのである。関係者が影響を及ぼし合い、そのような世界を作っているのである。

The new Zune browser is surprisingly good, but not as good as the iPod's. It works well, but isn't as fast as Safari, and has a clunkier interface. If you occasionally plan on using the web browser that's not an issue, but if you're planning to browse the web alot from your PMP then the iPod's larger screen and better browser may be important.

「落選運動」が正しい運動ならば、役人に聞かずに始めましょう。
しかし、ohtaさんの文章を読んで、重要な事実に気がつきました。
〈「お上」の「顔色をうかがう」人が多い社会では、「お上」の「お墨つき」が有効である。〉
ohtaさんは、総務省から「落選運動を禁止する規定は公職選挙法にない」という言質を取ったのです。これはならば、「お上」の「顔色をうかがう」人も安心です。（笑）

わたしもシステムの解明、そのための理論の構築が肝要だと考えます。
わたし個人の「善意」が他人との相互関係の中で「善」となるとは限りません。
また、もし、「善なる判断」があったとしてもそれを実現するには手段・手続きが必要です。
つまり、現行のシステムを解明し、また、適正なシステムを構築しなければならない。
哲学者さんの御指摘を以上のように読みました。

「進化論」との関係は考えていませんでした。
そうですね。
「進化論」的に考える発想も有効かもしれません。
人間は、正に生物であり、「進化」するのですから。（笑）
社会問題を論ずる時、〈気持ちの言葉〉で論ずることが多いです。「〈悪意〉を持った人が悪いことをしているのが原因だ」というような論じ方です。
しかし、それでは、問題発生のシステムを明らかにしたことにはなりません。ですから、問題の解決策を構想することが出来ません。「関係者の全員が〈善意〉を持てば問題が解決される」というのは、非現実的です。実現不可能です。
社会問題を論ずる語彙が足りないのです。言いかえれば、理論が無いのです。理論を作る必要があります。
そのためには、関連諸科学の理論を学ぶ必要があります。
「進化論」も、関連諸科学の理論の一つでしょう。

初書き込みです。哲学者さんとは、四半世紀前、わたしが某大学の生物学科生だった折に御交流いただきましたが、お判りになりますか？
少し前から貴メルマガ・ブログにて御謦咳に接しておりますが、昨今の論議、興味深く拝読しております。
社会学者の宮台真司が社会システム論の背景となる進化論の枠組みを「変異〜選択〜安定」と整理しています(『絶望 断念 福音 映画』p.8)。ここで問題になっているのも、この図式での「選択」の場面であると考えます。進化論では多様な変異の状態を特定の安定に方向づけるものを「選択圧」と呼びますが、哲学者さんの論議では「人々の行動の違い」が選択圧として指し示されていると読みます。それはどんな行動とその相互作用なのか。さらにはそれらの行動を促しているものは何か。自分自身も考えつつ、哲学者さんの今後の論展開を期待しております。
