【ツイッターから】竹原信一市長は、なぜ｢独裁者」になったのか。なぜ、議会に諮らずに、独断で物事を決めたのか。それは、市長に議会を解散する権限が無いからである。
竹原信一市長が提案した重要法案の全てを阿久根市議会は否決した。これは、実質的に阿久根市議会は竹原信一市長に対して不信任なのである。
竹原信一市長と阿久根市議会は全く主張が対立しているのである。それならば、阿久根市議会は竹原信一市長に対して不信任決議をするべきなのである。しかし、阿久根市議会は不信任決議をしなかった。なぜ、不信任決議をしなかったのか。不信任決議を可決すると、竹原市長が議会を解散するからである。
阿久根市議会が竹原信一市長に対して不信任決議を可決すれば、竹原信一市長は議会を解散できる。もちろん、その解散選挙で反竹原派が勝てば、竹原信一市長を失職に追い込むことが出来る。しかし、反竹原派にはその自信がない。だから、不信任決議をしないのである。
これで全てのピースがはまった。 １市長と議会が完全に対立している。 ２それにも関わらず、議会が不信任決議をしない。 ３不信任決議が可決されない限り、市長の側からは議会を解散する方法がない。 この状態では何も決めることが出来ない。これが竹原信一市長が専決処分をおこなった構造である。
市長には議会を解散する権限がない。だから、自分の提案に全て反対する市議会が存在した場合、何も決められなくなる。（専決処分を除く。）しかし、それは筋が通らない。全てに反対ならば、不信任決議を可決するのが筋である。阿久根市議会も竹原信一市長に対して不信任決議を可決するべきなのである。
【まとめ１】竹原信一市長が専決処分を「乱発」したのは、市長に議会の解散権が無いからである。阿久根市議会は、市長と議会との対立で何も決まらない状態だった。しかし、竹原信一市長の側からそれを打開する手段がなかった。つまり、議会を解散して民意を問う手段が無かった。
【まとめ２】打開する手段があったのは、阿久根市議会の側だった。市議会が、竹原信一市長に対して不信任決議をすればよかったのだ。そうすれば、竹原信一市長は議会を解散できた。民意を問うことが出来た。しかし、議会側は何もしなかった。
【まとめ３】市長と議会とが完全に対立した状態であるにも関わらず、議会側が何もしなければ、市政は痲痺してしまう。何も決まらなくなってしまう。これは制度上の問題である。【まとめ４】その制度上の問題を無理やり解決しようとする試みが専決処分の「乱発」である。

The new Zune browser is surprisingly good, but not as good as the iPod's. It works well, but isn't as fast as Safari, and has a clunkier interface. If you occasionally plan on using the web browser that's not an issue, but if you're planning to browse the web alot from your PMP then the iPod's larger screen and better browser may be important.

Hands down, Apple's app store wins by a mile. It's a huge selection of all sorts of apps vs a rather sad selection of a handful for Zune. Microsoft has plans, especially in the realm of games, but I'm not sure I'd want to bet on the future if this aspect is important to you. The iPod is a much better choice in that case.

Between me and my husband we've owned more MP3 players over the years than I can count, including Sansas, iRivers, iPods (classic & touch), the Ibiza Rhapsody, etc. But, the last few years I've settled down to one line of players. The interface is colorful, has more flair, and some cool features like 'Mixview' that let you quickly see related albums, songs, or other users related to what you're listening to. Clicking on one of those will center on that item, and another set of "neighbors" will come into view, allowing you to navigate around exploring by similar artists, songs, or users. Speaking of users, the Zune "Social" is also great fun, letting you find others with shared tastes and becoming friends with them. You then can listen to a playlist created based on an amalgamation of what all your friends are listening to, which is also enjoyable. Those concerned with privacy will be relieved to know you can prevent the public from seeing your personal listening habits if you so choose.

確かに議会とは市長の暴走を止める役割を持っています。しかし、反市長派がどう繕って言い訳をしても、そんなに市長のやる事に反対なら、市長に対しての不信任案が出せないのはおかしい。
結局、今の多数派議員の皆様は、今、議会が解散すると再選出来る自信が無く（民意は市長側にある）、もし落選したら、これからも美味しい水をすする事が出来なくなるので不信任案は出せない。
これが本音でしょう。
正々堂々と権利を持って実行できるのは議会側なのに（市長不信任案の提出）、その手段を持たない市長のリコールを主張するなど全くもっておかしい。

公約に歩み寄る姿勢も全く見られない。
議長室で新聞記者が接待を受けながら記事書いてるらしいが、

任期がお互い残ってる時点で、すぐに公約実行出来ないから不信任とは。そんな理屈は常識的に見てありえないのではないでしょうか。
絶対権力者ではないのだから、強調して徐々に改革を進めるのが筋であって、一足飛びに自分の提案が認められてない、不信任だというのは、子供の喧嘩じゃないんですから。
市長は行政の長でもあるんですから、改革と同時に堅実な市の運営も求められており、その部分で議会が協力的である以上、全てに対立していたなどと言い出すのは、論理の飛躍ではないでしょうか。

これは議員が儲かるから稼業化した弊害です。議員になって政策を果たすことより議員で居続ける事が目的になっとる。納税者からすりゃ、税金泥棒ですわ。議員であり続けたい議員というのは、行政を監視するより行政と癒着するようになる。それが今の議会。改革市長は、その議会と話合おうとして、結局とりこまれる。結局、首領も税金泥棒の仲間入り。
だから税金泥棒と呼ばれたくない改革市長が議会と対立するのは、当たり前。そんな首領は全国に３人しか見当たらない。

はじめまして。
論点にいきなり飛躍があるような。
１、市議会が市長の提案を否決するのは、制度上誤った行為なのか？
もちろん間違った行為ではない。それどころか、議会とはそういう役目を持ったものである。
２、ここに到るまでに一度議会の解散選挙があったあったわけだが、その時点で市長は多数派工作に失敗している。つまりは政治的指導力を発揮出来ていない。一方その後の市長選挙では現職が再選しており、市長の暴走を議会に監視させるのが民意と判断するべきではないのか？
３、どちらかがどちらかを説得するべきであって、その努力をしないまま専決を行ったことを、正当化は出来ないと思いますが？
議論の前提に「市長の意見が通らなければならない」があるとそこで論理が歪むと思われます。市長の意見を通す通さないは議会の意思であり、提案者である市長は承認者である議会を説得するべきであり、それを無視するというのはやはり愚挙です。
制度上の問題はあれ、首長（首相も含む）の意思のみで法律や予算が決定できないのは日本の政治システムであり、それを否定する論拠を示さなければ、ここで書かれていることは、自分の賛同する目的のための行動に都合のいい理屈をつけただけのものに過ぎないのではないでしょうか？

ぽちさんが言っていることは朝日が書いた記事そのままだが、あの時期を鵜呑みにしてはいけない。
なぜかは実際に阿久根市のHPで議事録を見れば分かる。
承認された案件は市政運営として必要で市長提案ではなく執行部として必要だから出された案件（当然提案者は自動的に市長になる）であり承認されても問題のない案件ばかり。
否決された案件は市長が政策として出してきた案件、つまり公約を実現すべく市長自ら提案した案件である（内容は議事録を参照されたし）。
この議案の否決は執行部も議会に出席していたときに行われている。
執行部が議会に出席せず審査できなかったと言っているのは今年の2月以降の話だが市長が自らの政策として提案した議案はろくな議論もせず無条件に多数決で否決されてしまうため市長自らが議会をボイコットするようになった。
マスコミ報道だけを過信せずに自ら実際に何が起きているか、報道の裏に何があるかしっかり見極めることが大事。

阿久根市議会が市長の議案に全部反対していると誤解している方が多いようですね。
昨年、市長が提案した９４の議案のうち８５件は可決されました。
否決は８件。
否決された議案のほとんどが執行部が議会に出席せず、審査できなかったものです。
この情報は新聞にも載っています。
ということで、論理の大前提が間違ってます。
ちゃんと調べてから検証した方が正しい論理になりますよ。
