山田勝議員は次のように言う。
現在の阿久根市議会に「話し合いなど存在しない」議員の話し合いや休憩をする議員控室に集まる事は殆どない。委員会や本会議開催中も多数派は議長室、広い控え室は市長の改革を支持する4人議員だけ。現在での議会の重要なことは議長室で多数派で協議し決定して本会議でいきなり提案して決定している。

多数派は「重要なこと」を「本会議でいきなり提案して決定して」しまうのである。
議会は、多数派が自分達が決めたいことを決める場になっている。議論もせずに決める場になっている。
つまり、議会は、多数派による「独裁」の場なのだ。まず、議会側が「独裁」体質を持っているのだ。多数派議員は、話し合いによって考えを変えない。初めから決めている結論を議決によって少数派に押しつけるだけである。
これに対して、竹原信一市長は議会を召集しなかった。召集すれば、多数派による「独裁」を許すことになる。そして、竹原信一市長は専決処分で次々と自分の公約を実現していった。もちろん、これも「独裁」である。
１ 議会は多数派による「独裁」の場になっている。
２ だから、竹原信一市長は議会を召集しなかった。
３ そして、竹原信一市長は専決処分による「独裁」をおこなった。
つまり、これは「独裁」対「独裁」の闘いなのである。
一般に、竹原信一市長の「独裁」だけが問題にされている。しかし、その前に、議会の「独裁」がある。
そして、議会の「独裁」を市長側から解決する手段が無いのだ。既に、述べた通りである。
● なぜ、竹原信一市長は「独裁者」になるのか
これは多くの「改革派」首長が直面している問題である。自分の公約を実現しようとしても、議会で多数を取れなくては実現できない。しかし、首長には議会の解散権が無い。（注１）
これは、言わば〈ねじれ市政〉である。首長と議会が完全に対立していても、首長の側からはその状態を解決する方法が無い。
実は、議会による「独裁」の方が大きな問題なのである。竹原信一市長は一人しかいない。しかし、議会は日本中に無数にある。そのほとんどで多数派による「独裁」で物事が決まっていることが想定される。
何しろ、議会は議論をする場ではない。（苦笑）
● 議会は議論をする場所ではないらしい（苦笑） ―― 奇妙な規則「質問は三回まで」
「奇妙な規則」によって、議会は議論をする場ではなくなっている。このような議論を実質的に禁止する規則がほとんどの議会にある。「質問は三回まで」・「申込みしておかないと討論できない」などなど。（注２）
つまり、ほとんどの議会で「独裁」がおこなわれていることが想定できる。
これは重大な問題である。

The new Zune browser is surprisingly good, but not as good as the iPod's. It works well, but isn't as fast as Safari, and has a clunkier interface. If you occasionally plan on using the web browser that's not an issue, but if you're planning to browse the web alot from your PMP then the iPod's larger screen and better browser may be important.

The Zune concentrates on being a Portable Media Player. Not a web browser. Not a game machine. Maybe in the future it'll do even better in those areas, but for now it's a fantastic way to organize and listen to your music and videos, and is without peer in that regard. The iPod's strengths are its web browsing and apps. If those sound more compelling, perhaps it is your best choice.

Clicking on one of those will center on that item, and another set of "neighbors" will come into view, allowing you to navigate around exploring by similar artists, songs, or users. Speaking of users, the Zune "Social" is also great fun, letting you find others with shared tastes and becoming friends with them. You then can listen to a playlist created based on an amalgamation of what all your friends are listening to, which is also enjoyable. Those concerned with privacy will be relieved to know you can prevent the public from seeing your personal listening habits if you so choose.

Zune and iPod: Most people compare the Zune to the Touch, but after seeing how slim and surprisingly small and light it is, I consider it to be a rather unique hybrid that combines qualities of both the Touch and the Nano. It's very colorful and lovely OLED screen is slightly smaller than the touch screen, but the player itself feels quite a bit smaller and lighter. It weighs about 2/3 as much, and is noticeably smaller in width and height, while being just a hair thicker.

Hands down, Apple's app store wins by a mile. It's a huge selection of all sorts of apps vs a rather sad selection of a handful for Zune. Microsoft has plans, especially in the realm of games, but I'm not sure I'd want to bet on the future if this aspect is important to you. The iPod is a much better choice in that case.

Between me and my husband we've owned more MP3 players over the years than I can count, including Sansas, iRivers, iPods (classic & touch), the Ibiza Rhapsody, etc. But, the last few years I've settled down to one line of players. Why? Because I was happy to discover how well-designed and fun to use the underappreciated (and widely mocked) Zunes are.
